Terrorism by anti-terrorist blocks

For the last so many years in a row now, I have been hearing a lot abour terrirosm, war against terrorism and anti-terrorist actions and have been believing all of them to be true (to a certain extent). But what in God's name is this.
The terrorism by a party or a certain community of the society under some ideology is terrorism, fine enough. But then what about the terrorism by the state itself. Who permits it and who is the authority to establish the difference of one from the other. I remember the famous dialog "One Man's Terrorist is Other Man's Freedom Fighter". So is the only difference of the power alone ?
But to me, terrorism by the state is more of a heinous crime than that of a sect, as the law itself is taking the law in its hand, so who does a common man turn to for justice.
Recent events of Imran Khan's visit to Punjab University and the following episodes of his manhadling followed by his arrest as a terrorist were all to be condemned at all levels and by all. But what to talk about that, yesterday, his 3 sisters along with many other Tehreek-e-Insaaf activists were arrested as they were protesting against their leader's un-just arrest. From the attached picture, you can see how police men in plain uniform are manhandling the women. Its pathetic even to see for a common man, just imagine how the victim would have felt. I know its a part n parcel of the freedom fight, but then again ... are we fighting against our own people ?
I guess its high time that our government high-ups realize that people power is much stronger than the power of authority.

According to the law only female police can arrest female protesters. This is pathatic. sick guys.
