Well we all are fine tuned not to think and if you pick any research paper it's plagarised.Many of our doctors have been penalized for this act, leading to their degrees being cancelled. Now what are the main reasons that we only copy material without acknowledging the original author? Well in my opinion the first and foremost reason is that we are afraid of thinking on our own. All our books are a amalgamation of multiple foreign authors books , making no sense at all. What we need to do is to infuse the spirit of real knowledge in the students.

R&D is really the satisfaction of one's curiosity. One must be curious enough about a subject to take an active interest in not just discovering the subject but also exploring how it relates to or can contribute to society.
The primary requirements that are associated with R&D are time and money, so it is even more surprising that Pakistan lacks real R&D given the fact that most educated Pakistanis live off their parents most if not their entire life and generally have an abundance of time if not wealth.
Yet these assets are squandered away. The wealth on frivolities and time on useless discussions with friends and family, watching movies, playing video games, etc. all generally till the wee hours.
There is more to life than that. In fact, in my view, work and pursuit of knowledge supersedes family or anything else that gets in the way.
Higher Education Commission was established in 2002 with the slogan "to facilitate the development of indigenous universities to be world-class centers of education, research and development". Dr. Attu-ur-Rehman, who is heading the Commission, is himself a very devoted person. It is basically due to him and his team that Govt. of Pakistan started thinking seriously on the need of R&D in each and every field of education. They have developed remarkable policies to achieve their goals and raised huge funds and scholarships for Research. Every things was started nicely. Policies were good but they could not handle the implementation of these policies. And there they show their own incapability and negligilbility regarding R&D. Plagiarism comes with the research. I dont understan why they did not take into consideration any policy regarding plagiarism and if they were having the policy why didn't they implement and publisize it. Till yet they could not prepare and implement any system to coup the plagiarism.
Such an educational system should be developed in which students learn about the pure research and the intellectual dishonesty (plagiarism). Institutions should try to create a sense of dignity and ownership in students for their own work/pulications. A teacher is an inspiration for students and they follow him intentionally and unintentionally. We came across alot of news about the PhD teachers who were blacklisted due to their plagiarism (http://www.hec.gov.pk/new/QualityAssurance/Plagiarism.htm). If teachers do involve in such crimes themselves what would they give to their students and what an example they would leave behind? HEC should try to stop the plagiarism culture through the trainging of teachers.
I do remember when I was learning the Research Methodology, plagiarism was presented as a crime, sin and a shameful act before us. We remained scared of it. Our supervisor trained us fully and checked our publications very carefully. And I cannot explain in words the sense of creating something innovative which I am still enjoying. If an impulse of creating something will be developed in you, u will definitely try to do something at your own.
Students do afraid of adding some others' material and others' research work. Literature review is an essential part of any research which is actually based on all previously done research work. The art of adding some others' material is not at all difficult but it requires proper procedure and training.

It has been more than 50 years that we call ourselves as an INDEPENDENT NATION,which is able take decisions of its own, but unfortunately a label of slavery is being escorted by us since the time of independence . The factor which has engraved this ruthless impression on our mind is lack of trusting ourself. Same is the case with our education system.Every now and then we are just experimenting such bizarre on our students ,which has rendered unfruitful to our education system. Student when try to cope with such unforeseen ammendments ,they find themselves standing in an absurd situation and trying to figure out what exactly their aim is. Consequently students are not able to configure their personalities with confidence and expertise.Our main cause of having lack of development is contradiction in our acts and sayings,we are more inclined towards cramming rather than implementing practicality. Most of our intelligent students are left behind just because of not having enough practical experience of the things which they had studied.Our education system is trying to merge the western standards of education in eastern terms but such amalgamation is all in vain because we have lack of such qualified faculty.Our minds are intensley rusted that we dont bother to go in depth of things, we just analyze things from the surface and dont try to peep into the realities. I think such critical analysis should be provided by the educationists/teachers.
