racism is to base ones judgment of another person on race, religion, gender etc., instead of personal traits of that individual. I am not naming any country or region because I know that you know how pluralistic societies are different from that of Pakistan.
Ask anyone on buzzvines and they will tell you that they are Muslim first, Pakistani second and human third. While in plural society people will tell you that they are Human first, French/German etc second and religion according to them is a personal issue of every individual.
