Freedom is a solid term. Freedom is a quality or state of being free. Freedom of expression is a wide term which includes freedom of speech, thought, act, and thus revolves around individual’s sphere.

The debate that whether freedom of expression should be granted or restricted has different connotations in different aspects. Article 19 of the constitution of Pakistan, and all the constitutions of the world which grand freedom of speech that also restricts it in certain aspects in order to maintain a stable society.

Freedom is a delicate balance. A society can only support an individual’s rights so long as that individual does not infringe on the rights of another. A person's right to express his opinion does not depend on the extent to which his view is shared by others. According to Mill (1980) "If all mankind minus one were of one opinion, and only one person were of the contrary opinion, mankind would be no more justified in silencing that one person, than he, if he had the power, would be justified in silencing mankind." (p. 79)

In the real world perfect freedom does not exist. There are restrictions, forced oppression and dominance of power, status and discrimination which acts as a hurdle in the path to free world. We live in a culturally relative world where are bound to follow the traditions and norms of a particular culture and religion.

Freedom and expression and a free and independent media constitute crucial actors in the development process and the implementation of a peaceful society. The full enjoyment of the right to freedom of expression is the most potent force to strengthen peace and pre-empt conflict. It is central to achieving individual freedoms and developing democracy and plays a critical role in tackling the underlying causes of poverty.
