EXPANDING THE EXPENSES OF POOR COUNTRY

 

The poor country , where public is being told all the time that financially we are going to be defaulter, reserves are empty, subsidies are being withdrawn to save the country...Govt is going to expand the cabinet which is nothing more than a kitchen cabinet...

The govt of poor country is goign to held a meeting in Dubai in which they will plan to secure the country..I dont know who will pay the expeses of all these stupids who will travel to dubai and then will stay in 5 star hotels...

Now fedral cabinet will be expanded...12 cabinet ministers and 8 fedral ministers will be sworn in..

Moreover our loyal PML N 's ministers who have resigned on the "principle stand" are still enjoying ministers' protocols and facilities .CH nisar Ali khan who is residing in his own home is taking 75000 rupees as rent becasue he is not using official residence...Tehmina doultana , saad rafique and others still have not withdrawn from ministers enclave so they are yet enjoying ministers banglows..

What a hypocrates they all are....

Typical aftermath of army governance. Empty out the coffers, destroy the institutions, create an atmosphere of anarchy, install a civilian government, lay the blame for it all on the ineptitude inherent in civilian rule, stage a coup, triumphantly declare that the army will set everything aright, promise to hold election in 90 days, rule for a decade or so, repeat the cycle

I am not against bigger cabinets. In fact I totally support bigger cabinets. In this era, specialists are needed in every area of governance. You will appreciate the fact that even a company of 2,000 employees need 7 to 8 directors to run various functions, let alone the size of Pakistani bureaucracy. It is the people and their performance that should instead be under scrutiny and not the number of ministries.

In other words we must look at the performance of each ministry and must push them to improve performance. The number of ministries should not be part of the argument.

Unless you fix the underlying problem, changes, if any, will be cosmetic. When the governments are unsure of their own tenure, how can they implement any long term solutions especially considering that each new government wants to start anew

Waiting for the ideal situation to act is senseless. Making best use of a given situation is the best strategy.

Just why do so many terms like  optimization and effective deployment of available resources, cost-benefit analysis, the concept of satisficing, utility, output vs outcome assail my mind right now?

I am supportive of the existing numbers. No need to cut back. Cutting numbers may get PPP govt some extra political millage but several areas where greater attention is required may be missed out due to the resource shortage. Iola is partially right , we should actually be focusing at better utilization of resources, instead of chopping them.

We need both, doing the things right and doing the right thing.

A large bureaucracy in third world countries is a means of creating employment; to a certain extent this is also true in developed countries which is why government entities, the world over, unlike the private sector, are always considered inept and rendered dysfuntional by red tape.

The problem with Pakistan is simple; you are spending (read borrowing) way more than you or for that matter, the next 5 generations can ever hope to pay back; the lions share goes to the chokidars. As long as restructuring of that institution is considered utopian (ideal situation) than any change implemented will be akin to plugging a dyke with a finger - no pun intended

Downsizing is always profitable and neva done if not so.  Furthermore if work is properly distributed between all echelons, targets can be achieved. It is not more human resource that we require but the outcome of the efforts of those who are already delegated with the responsibilities.

Automation is not restricted to software, but that's a good enough to use as an example.

In most countries social services are now available exclusively online thereby shrinking the bureaucracy. A reduction in people to be managed results in a reduction of managers which in turn implies a reduction in ministries as one person may be able to manage overlapping ministries.

Let me know if you want any other 'complicated' matter simplified

and then when I talk about downsizing he says that is exactly his point. His points seem to be developing with each comment. He has the art! :)

They use the term 'rightsizing' now a days. This includes reducing, increasing or shuffling according to the requirements.
In fact, Richard Nelson Bolles in his book 'What color is your parachute?' has explained that every downsizing results in equal number of new jobs created elsewhere and therefore we must stay prepared to adopt to these changes going around us. In other words, there is no such term as downsizing. One job lost will result in another job born elsewhere.

Khalifah: I agree that army regeim destroyed the country but why the democratic govt is increasing expense by increasing numbers of ministers? Moreover arranging meetings in another country on official expense where all ministers will go and stay...an other expense of billions on a poor nation's taxes.

BABAR: If they are looking for good administrators by increasing numbers then why they have selected those people who were not able to develope their own constituencies??? In multan Gilani and Shah mehmood didnt play any siginificant  role in development..Farooq H Nayk has nothing more than a BB Lawyer.Sheri Rehman is not a media expert.Amed Mukhtar is just an industrialist he has nothing to do with defence  ..Similar is with others...they are not BEST OF THE BEST....This expansion is just to keep the barking dogs silent..Ministries are being distributed to keep the stalkholders intact

Like I said in my earlier post that problem is not the number of ministries but the people and their ability to perform those assigned jobs.
