Bribing the faithful?

Law Minister Babar Awan doled out Rs 15.6 million to the Punjab Bar Council (PBC) as grants-in-aid which included Rs 50,000 for Khwajah Jehangir for reciting Holy Quran at the beginning of ceremony and Rs 50,000 to Malik Shahid for reciting Naat.
Since he lectures on television on issues relating to religion, may I ask what is the morality of giving public money to someone reciting the Naat and Holy Quran? Let's not stoop so low as to bring money in matters of religion.
